Withgovernment still refusing, civil society pushing for flood aid to N. Korea

Members of thepublic are moving to provide direct aid to North Koreans affected by floodsthat have claimed 138 lives and left more than 400 missing.Some 68,000 NorthKoreans have reportedly have been affected by torrential rains that fell onparts of North Hamgyong and Yanggang Provinces last month due to TyphoonLionrock. Damages have been severe, with homes and farmland inundated and roadsand railways left in a state of collapse. With winter temperatures in NorthHamgyong Province falling as low as 25 degrees below zero, those left withouthomes appear likely to face heavier damages once the cold arrives.

S.Korea, US and Japan sign joint statement, but differences remain
