“Jeungpyeong is a city where the citizens have no worry about child care”

The Jeungpyeong County of the Chungcheongbuk-do Province takes a great leap forward with the 'Jeungpyeong Balanced Welfare Model' which, in the opinon of many people, merits due attention.

The County aspires to become city where people do not have to worry about having and raising children--thanks to the ‘Happy Care’ policy and plans of the County. Jeongpyeong is noted for being the fourth in the Republic of Korea in terms of fertility rate increase and the first in the Chungcheongbuk-do Province.

Jeungpyeong has also established a system for the elderly to spend a happy old age where they live, The Jeungpyeong County is well-known as a young, compact city with a regional characteristic where urban and rural forms coexist to satisfy both living convenience and leisure. 

Here are details of introduction of the Jeungpyeong County based on an interview 

with Mayor Lee Jae-young of the Jeungpyeong County:

Average age of 45.3 years, Jeungpyeong is the second youngest city in the Chungcheongbuk-do province, and the percentage of children (0 to 11 years old) in need of care is 9%, which is higher than the average percentage of the children in Chungcheongbuk-do (8.3%). The Jeungpyeong County is also a place with endless potential exists for growth due to continuous population growth and birth rates.

In order to create a happy county for everyone from children to the elderly by planning the county's unique "Jeungpyeong 365-Day Welfare Model," the Jeungpyeong County has been laying the groundwork by operating the "Jeungpyeong 365 Child Care Project" in the real earnest and piloting the "Jeungpyeong 365 Senior Welfare Model Project," which has received great response from the residents.

As an example, the Chorongi Small Library Happy Care Sharing Center, located in the Humancia Apartment in Jeungpyeong-eup, is open on weekends and is operated by volunteers and talent donations from local seniors, warming the surroundings. 

The elderly residents of the senior center on the first floor take care of the children in the small library on the second floor, which has become a hot topic as a localized model, and the elderly residents who are proficient in Japanese teach the Japanese language to the children who use the happy care center during their vacations and have fun together.

The Jeungpyeong County plans to build on the achievements of the 'Happiness On Care Project' promoted last year to promote the 'Increased Equality 365 Child Care' project this year. 

The achievements of the On Care Project include the establishment of an institutional foundation and system for happy care together, the construction of infrastructure, and the expansion and operation of childcare services, which are niche care.

Establishing an institutional foundation and system for happy care together:

In order to establish the foundation for promoting happy care, the "Ordinance for Supporting Child Care in Jeungpyeong County" was enacted through a process of resident discussions, a survey of care needs by sector, and opinion gathering. 

The Jeungpyong County created and distributed a care map that allows the people to see care institutions such as daycare centers and community children's centers in the region at a glance, and established the 'Happy On Care' platform where you can check all care information online.

Establishing a care infrastructure to improve the care environment:

The Jeunpyeong County created the first Happiness Care Sharing Center at the entrance hall of the county government building, providing a fun play area for children and a place to rest for civilians, and received great responses. Eight Happy Care Sharing Centers are in operation, including one in the county government office and seven linked to small libraries, and one is scheduled to open in June.

In addition, the Happiness Care Sharing Center in connection with the Sambosangol 

small Library in Jug-ri, Chungcheongbuk-do provides care benefits to children on the outskirts of the city center who may be relatively marginalized.

Expanding childcare services for niche caregivers:

The Council of Women's Organizations of Jeungpyeong-gun and the Jeungpyeong County Government provide childcare services for children in families where there is a gap in parenting due to parents' dual employment. 32 childcare workers provide care services without waiting, playing a key role in niche care.

Piloting a parenting coaching program for first-time parents:

The Parenting Coaching Project is a project in which a parenting manager and an idol nanny visit families together to provide parenting information and psychological counseling services.

It provides support for families raising children under 48 months old for one hour and up to 10 sessions, and was confirmed as a pilot project in Chungcheongbuk-do last year, where 47 families received services.

As of the end of December 2023, the rate of elementary school students in Jeungpyeong-gun receiving childcare increased from 25.5% to 29.1% due to the promotion of various childcare projects.

If last year was a year of sketching the outline of the care program, this year, the 'Jeungpyeong 365 Child Care' program is in full swing.

The 365 Child Care Project includes operating the second Together Care Center, expanding the child care service business, playing small happy games with dad, building a child care webpage, operating a happy care sharing site, and training child care professionals. 

The ‘Small Happiness Play with Dad’ supports age-specific play and various fun experience classes through the Happiness Care Sharing Center and a program in cooperation with child care institutions.

In addition, a 'Child Care in My Hands' webpage linked to the 'Happiness on Care Platform' will be established to share information and collect opinions on local child care organizations.

This will create conditions for parents seeking childcare to share and apply for all childcare information using their cell phones anytime, anywhere.

In addition, to foster civilian childcare professionals, the Jeungpyeong County is slated to establish and foster after-school care instructor and play instructor courses to support them as childcare activists who work at happy care sharing centers.

In the future, the County plans to complete the picture of the care project by promoting five more projects, including the creation of neighborhood playgrounds using empty houses.

The Neighborhood Playground of the Jeungpyeong County is expected to achieve the effect of’ killing two birds with one stone’ by improving the problem of vacant houses and meeting the demand for childcare by creating a play and care space for children under the age of 12 to enhance their creativity.

In addition, the integrated care base center will serve as a child care control tower for the Jeungpyeong County by creating Dream Start, Jeungpyeong 365 Childcare Service, and an indoor playground space.

The Jeungpyeong 365 Childcare Service project is an expansion of the childcare service that provides home visits for children aged 3 months to 12 years old, and will reduce the burden of childcare by providing 50% support for families with two children and 90% support for families with three or more children for the out-of-pocket expenses.

Currently, the Jeungpyeong County completed consultations on a new social security system with the Ministry of Health and Welfare and is in the process of revising the "Jeungpyeong-gun Child Care Support Law."

In addition, to create an atmosphere of caring together with the community, the County operates a childcare promotion team composed of childcare activists, childcare publicity groups, and childcare advisory groups.

The Parenting Steps for New Mothers project is a home visit service that provides postpartum depression counseling and customized parenting information.

Through the Specialized Child Care Specialization Project, the Jeungpyeong County plans to become a child care area where anyone can choose their preferred child care institution anytime, anywhere, within 20 minutes, and where both children and their caregivers are satisfied.

The 'Equalized Elderly Welfare Model Project' will allow the elderly to live in the place where they were born or live.

It is to operate a comprehensive care system so that the elderly can end their lives where they were born or where they live.

In modern society, with the rapid aging of the population and the increase in life expectancy and health, a happy old age is the biggest issue, and it is most urgent to overcome loneliness and fear and lead daily life naturally. The ultimate goal is to enable the elderly to live a beautiful and rewarding life where they live without going to a nursing home.

Most elderly people struggle with the psychological anxiety of having to live out their lives in a place other than where they were born or where they live. 

In addition, due to single-person households and the disintegration of traditional family groups, it is judged that it is most realistic to spend one's life in a village like a family familiar to one's self rather than moving or entering a facility. So, it is intended to implement an expanded and balanced elderly care system in the form of forming a community with village members and taking care of each other. 

This is a very timely and effective policy, given that the most difficult aspects of old age are loneliness, isolation and helplessness. 

The County also plans to introduce a telemedicine system linked to cutting-edge technologies such as digital smart AI, which is a recent trend, and medical services through talent donations from medical volunteer organizations such as retired doctors, AI-IoT-based healthcare, and home healthcare business organizations.

As the Law on Integrated Support for Local Care, including Medical and Nursing Care」 passed the plenary session of the National Assembly on February 29, the legal basis has been laid (*Enforced two years after promulgation), so the County intends to proactively prepare and prioritize a region-specific elderly care model.

The project targets are all elderly people in the village who need care, and after a pilot project in two villages (Jeungpyeong-eup and Doan-myeon), the project will be expanded to vulnerable villages in stages in consideration of the demographics of the elderly, and will be implemented in earnest from May by securing budgets and manpower and maintaining pilot villages. 

The core entities of the Jeungpyeong Elderly Welfare Model are Jeungpyeong-gun, the Village Care Center, the Integrated Goods Station, the village community, the medical system, and the Integrated Support Council, and each entity, which plays a leading role in the Jeungpyeong Elderly Welfare Model, will work together organically to promote uninterrupted care.

The County will oversee the project to develop welfare resources (services, institutions, manpower, etc.) at the county level, organize services by institutions, mutual coordination and organic promotion of roles by responsibilities, and support the operation of integrated goods stations and village communities. 

On village Care Centers:  In order to provide detailed services, close to the elderly, it will be installed in the village using idle spaces or senior centers to serve as the center of the project. A social worker or nursing caregiver will be assigned to take care of the elderly during the day, and a village helper will be assigned to take care of the elderly at night and on holidays, and residents will establish an emergency contact system with each other to provide 24-hour village care. 

Integrated Goods Center:

This is an organization that manages and operates various benefits services required by the elderly in the home-based benefit system as the main body of village care, including care-related planning, recruitment and operation of personnel, office coordination for each role, and provision of visiting care and nursing services. As the current system for providing home-based centers

Village Community:

The Jeungpyeong County plans to organize village communities that take care of each other so that villages can utilize their own resources to make their neighbors the most reliable safety net. Under the leadership of the village head, village leaders or young adults will be designated as village helpers to oversee the emergency contact system at night and on holidays, and to help with simple household tasks during normal times.

In addition, in parallel with productive activities to generate income, the Jeungpyeong County plans to generate income by performing simple tasks such as box packaging and sticker attachment in conjunction with local companies, or by cultivating pickled vegetables and succulents through small-scale agricultural activities that reflect the characteristics of the village and discovering sales channels.

Introduction of Healthcare System: Using the pilot project for non-face-to-face medical treatment, the Jeungpyeong County plans to promote the Ministry of Welfare's pilot projects such as prescriptions on smartphones in case of emergency, door-to-door medical treatment, home medical center project, and AI-IoT-based healthcare project, and to link with the talent donation activities of medical volunteer groups such as retired doctors and medical students. 

In the long term, a telemedicine system will also be introduced to provide emergency medical situation management, chronic disease management, medical treatment, and nursing services. 

In this way, the Jeungpyeong County is successfully promoting projects to improve the quality of life of the county people by creating an environment that is good for raising children and making parents happy, preventing crises such as loneliness and loneliness among the elderly, and establishing an emotional and social support system.

"The Jeungpyeong Happiness Care Project is becoming stable and established, and we will continue to promote the Jeungpyeong Elderly Welfare Model Project so that the elderly can spend their lives without worry and without loneliness where they live," said Mayor Lee Ja young of the Jeungpyeong County. He said: "We will continue to focus all of our administrative power on the county and the happiness of our people!"
